In a powerful demonstration of the Government’s commitment to inclusive, accountable, and compassionate governance, Cabinet Secretary for Public Service, Human Capital Development, and Special Programmes, Geoffrey Ruku, on Thursday led a high-impact humanitarian mission in Mwakirunge, Kisauni, Mombasa County, targeting vulnerable mothers affected by persistent food insecurity.
The visit, organized through the State Department for Special Programmes, saw the distribution of essential food and household supplies to women and children facing acute vulnerability.
This outreach marks the latest in a countrywide relief programme that the CS has undertaken since assuming office, reinforcing the Ministry’s constitutional mandate to promote social protection, national equity, and effective public service delivery.

Hosted by Zamzam Mohammed, Woman Representative for Mombasa County, and Rashid Bedzimba, Member of Parliament for Kisauni, the mission emphasized the need for proactive government engagement at the grassroots level, especially during times of social and economic distress.
Under CS Ruku’s leadership, the Ministry has launched and operationalized the Huduma Smart Serikalini initiative, a national transformation agenda anchored on the slogan “Fresh Approach, Timeless Impact.” The initiative seeks to modernize service delivery, enhance government visibility in marginalized communities, and foster dignified access to relief, development, and empowerment services.

Huduma Smart Serikalini is not merely a branding exercise, it is a lived philosophy that aligns directly with the Values and Principles of Public Service enshrined in Chapter 232 of the Constitution, which calls for responsiveness, equity, transparency, efficiency, and accountability in the delivery of public services.
Equally, the initiative echoes the aspirations of Chapter 10 on Leadership and Integrity by positioning public service not just as a job, but as a moral and constitutional duty to serve the people with humility, empathy, and fairness.
Speaking at the event, CS Ruku noted that the Ministry’s work is rooted in the belief that governance must translate into tangible and timely interventions in people’s lives.“What we are doing here is the embodiment of a Government that listens, responds, and restores hope.

We are integrating immediate relief with long-term solutions, linking food assistance today with skills training and economic inclusion tomorrow,” he said.Since taking office, CS Ruku has consistently moved across counties, visiting drought-stricken regions, informal urban settlements, and marginalized rural communities to oversee relief distribution and monitor the rollout of support programmes for the elderly, persons with disabilities, orphans, and other vulnerable groups.
These missions are not isolated acts of charity but are part of a structured national strategy to actualize the constitutional vision of inclusive development and social justice.
In Mwakirunge, local residents expressed both gratitude and renewed faith in public institutions. “For a long time, we felt forgotten. Today, we have seen that the government knows our struggle and cares,” a resident said.

CS Ruku reiterated that the Ministry is committed to institutionalizing a new model of Public Service, one that goes beyond offices and paperwork to meet people where they are, with both dignity and efficiency.“This is the new face of service: not just policy, but presence. Not just promises, but action,” he stated.
He also took the opportunity to urge civil servants across the country to diligently work for the people of Kenya, as enshrined in the Constitution, emphasizing that public office is a call to serve, not a privilege to exploit.
Further, the CS called upon residents of Kisauni and the Coast region at large to support President William Ruto and his government, citing the revival of stalled infrastructure projects and new major developments initiated in the region as a sign of the administration’s commitment to uplifting local livelihoods.

Touching on the sensitive issue of land ownership, CS Ruku assured residents that the Government, through the Ministry of Lands, will address their longstanding land issues.“In the company of your MP, we will approach the Cabinet Secretary for Lands to initiate a process that will solve your land issues,” he told the residents.
In a sharp political statement, CS Ruku dismissed the opposition as a collection of tribal chiefs who have nothing new to offer the people of Kenya, stating that many of their leaders had a chance to serve in past governments but failed to deliver meaningful change.“They had their time in power and they failed to serve the people.
Now they hide behind tribal alliances instead of offering real solutions. Kenyans want development, not division,” he asserted.As the Ministry continues its mission to transform lives and build resilience, Huduma Smart Serikalini is setting the tone for a 21st-century public service culture—one that is compassionate, accountable, and anchored in constitutional values.
