DCI investigates Russian man’s saga, warns Kenyans to refrain from circulating viral videos

The Directorate of Criminal Investigations (DCI) has initiated an investigation into the non-consensual recording and dissemination of intimate videos featuring Kenyan women, allegedly involving a Russian national.

The Government agency is calling on victims and witnesses to come forward and cooperate with the investigation.

“The DCI encourages affected individuals, victims, or witnesses to record statements at the DCI headquarters. All statements will be handled with utmost confidentiality, dignity, and respect for the complainants’ privacy and well-being,” the statement reads.

Additionally, the DCI is also cautioning the public against sharing or reposting the videos, emphasizing that doing so perpetuates secondary victimization and may lead to criminal liability under Kenyan law.

DCI considers the reported acts as serious breaches of privacy and personal dignity, protected under the Constitution of Kenya.

Such actions are deemed technology-facilitated gender-based violence, potentially attracting charges under the Computer Misuse and Cybercrimes Act, the Penal Code, and other relevant laws.

To facilitate the investigation, the DCI has activated specialized cybercrime and gender-based violence units to track digital footprints, gather evidence, and identify the suspect.

The agency has assured that all information will be treated with sensitivity and confidentiality.

Victims or witnesses can report to the DCI’s Gender-Based Violence Unit or submit information online through the DCI website
