Kwale County rolls out kshs.10.6B budget prioritizing healthcare, roads, and water

The County Government of Kwale has unveiled a proposed budget of kshs.10.6 billion for the 2025/2026 financial year, therefore reducing its spending from last year’s Ksh.12 billion allocation due to fiscal constraints. 

The trimmed budget focuses precisely on healthcare, road infrastructure, and water services. The county consider on improving livelihoods and sustaining long-term development.

Governor Fatuma Achani said the reallocated funds indicates intentional decision aimed at protecting essential services in the face of financial pressure.

“In the face of budget cuts, we have chosen to protect what matters most the health of our people, the roads that they use, and the water that sustains them,” she said. “That is how we build a resilient and dignified Kwale.

Under Achani’s leadership the county has made notable progress. 178 health institution have at least been constructed and equipped, and 1,800 health workers employed to enable access to medical services across the region.

Over 40 boreholes and 40 dams have been built beside the extension of 570 kilometers of water pipelines. The pursuit that have widened access to safe water for households and farms alike.

Road sector has also faced makeover, with more than 2,000 kilometers of road networks upgraded. These re-innovation have led to increased population, eastablishment of business centres, and provided necessary services to remote communities.

The county has made notable progress under Achani’s leadership. At least 178 health facilities have been constructed and equipped, and more than 1,800 health workers employed to aid access to medical services across the region

To ensure that the budget indicates community based priorities, the county has deployed a meaningful community engagement drive across all 20 wards. The forums, which began in areas such as Ramisi, Pongwe Kikoneni, Vanga, and Mkongani wards, are scheduled to continue through June 21.

Governor Achani emphasized the importance of community participation in enhancing the county’s development agenda.

She said that Community engagement is not just a legal requirement ,it’s a moral obligation. “Our people must have a say in the projects that affect their lives.

“These forums are not a formality; they are the backbone of our budgeting process. Every opinion matters because this is the people’s budget,” she said.

One of the Budget Commitee Patrick Yasisi stated that inclusive budgeting fosters trust and minimizes friction between citizens and their leaders. Hassan Kuchengwa and Zawadi Juma from Tiwi Ward termed the process as small steps in local governance.

“For a long time, we were completely sidelined. That’s why so many projects stalled or failed. Now, we finally have a platform to speak out and be heard,” Kuchengwa said.
