President William Ruto has fully transferred 14 devolved functions to county governments, while assuring that resources will accompany the move aimed at resolving inter-governmental disputes.
Speaking on Wednesday August 13, 2025 at Homa Bay national school during the 8th Devolution Conference, Ruto said that the move is aimed at ending long standing disputes between the national and county governments over the control of devolved functions and resources.
”Today I am proud to report that all 14 devolved functions, have been conclusively delegated, bundled and formally gazetted,” he said.
According to the President, empowering counties with both the mandate and the means will strengthen service delivery and deepen the spirit of devolution across the country.
He further underscored the importance of expediting dispute resolution mechanisms between national and county governments.
”These achievements marks a decisive turning point in our journey to align functions with funding.”
He also commended the increasing role of the intergovernmental relations technical committee in resolving intergovernmental disputes, noting that alternative dispute resolution saves time, cut legal costs, and build mutual trust.
”This milestone has eliminated decades old ambiguities that hampers service delivery and jeweled in the governmental disputes.”
