Dr. Oluga: End stigma, map needs, and empower all persons with disabilities

Principal Secretary for Medical Services, Ministry of Health, Dr. Ouma Oluga, has called for heightened efforts to promote inclusion, dignity, and equal opportunities for persons living with disabilities across Kenya.

Speaking on Friday 15th August during a side event convened by (ATScale) at the 2025 Devolution Conference in Homa Bay, Dr. Oluga underscored the urgent need to identify all Kenyans requiring assistive technology, noting that current registration figures fall short of reality.

“We must map all Kenyans who need assistive technology so that the right interventions and support can reach them,

“The numbers we have today are far below the actual figures, partly because stigma still discourages some families from coming forward.” Dr. Oluga said.

The PS highlighted that while progress has been made in training healthcare workers and distributing assistive devices, much remains to be done.

He urged continued investment in research to better understand the needs of persons with disabilities and in securing resources to meet those needs effectively.

“We have to ensure that every healthcare worker is equipped to serve persons living with disabilities and can recommend the most suitable assistive technologies,” he added.

Dr. Oluga also addressed changes in global health financing, including the withdrawal of some donor support, calling for innovative domestic funding solutions to complement government efforts.

“We cannot solely rely on traditional donor models; we must explore new financing strategies to ensure continuity and sustainability,” he said.

The Ministry of Health emphasised that this call is part of a broader agenda to strengthen healthcare inclusivity, combat stigma, and empower persons with disabilities to live with dignity and independence.
