Engineer charged with forging agreement letter attributed to CS Murkomen

An engineer at the Ministry of Transport has been charged in court with forging an official letter purportedly authorised by Kipchumba Murkomen, who was serving as Transport Cabinet Secretary at that time.

Richard Zenda Kirui Bongei, who appeared before the Milimani Law Courts, is facing four charges: forgery, making a document without authority, uttering a false document, and conspiracy to commit a felony.

According to the charge sheet, Bongei is accused of forging an official letter referenced 2010002101/35 dated 6th May 2024 and addressed to the Chairman of the Public Service Commission. The letter, titled “Renewal of Local Agreement Terms,”was allegedly made to appear as though it had been authored and signed by CS Murkomen.

Court documents reveal that the disputed letter was used to facilitate the renewal of an agreement between the ministry and a pilot. The forgery reportedly came to light during a labour court case filed by the pilot.

In the second count, Bongei is accused of making the document without authority on 6th May 2024. Through his lawyer, he pleaded for leniency, claiming the letter had been sent to him via phone by a third party, a matter he says is under investigation.

The magistrate granted him a bond of Ksh 300,000 or an alternative cash bail of Ksh 150,000.
