FKF-PL side Gor Mahia FC have been fined Ksh 300,000 by the Football Kenya Federation (FKF) Disciplinary Committee following a security breach during their FKF Premier League match against Bidco United on September 21, 2025, at Kasarani Stadium.
The incident occurred during the opening round of the 2025/26 season where police were forced to lob teargas at sections of Gor supporters who were attempting to force entry into the venue.
Some fans were seen jumping over the perimeter fence before calm was restored under tight security. The match ended 1–0 in favour of Bidco United, who won through a solitary strike.
In a statement issued on Friday, October 31, 2025 the FKF Disciplinary Committee, after reviewing the case, determined that Gor Mahia bore full responsibility for maintaining safety and order at the stadium despite contracting third-party vendors for ticketing and access control.
“While Gor Mahia had engaged third-party vendors to manage ticketing and access control, the club retained a non-delegable duty of care to ensure safety, order, and effective supervision during official matches,” read the statement.
The Committee further pointed out that clubs remain accountable for any incidents within or around the stadium, regardless of direct fault.
“Under the Strict Liability standard, a club is responsible for incidents occurring in or around the stadium, irrespective of no fault or negligence. The doctrine of Vicarious Liability extends this responsibility to acts or omissions by service providers, contractors, or other parties acting on behalf of the club,” read the statement.
The Committee reaffirmed that outsourcing matchday operations does not absolve clubs from responsibility, urging teams to enforce stronger oversight and preventive measures.
Gor Mahia have been ordered to pay the Ksh 300,000 fine within 14 days and also issued with a formal warning to enhance security and organization during future matches. The Committee also cautioned that any recurrence of such incidents would attract harsher penalties.
A detailed legal explanation of the ruling will be released on November 4, 2025, after which Gor Mahia’s right of appeal will commence under the FKF Rules and Regulations (2024).
