Isiolo’s Governor Abdi Guyo’s two-day impeachment trial began at the senate today (July 8, 2025) after sixteen out of eighteen Members of County Assembly (MCAs) voted to impeach him on June 26, 2025.
Governor Guyo is being accused of three charges including gross violation of the Constitution and other laws, abuse of office and gross misconduct.
He will be removed from his position if the majority of the senators vote confirms even just one charge against him.
Guyo, who is present at the Senate to respond to the accusations, has denied any wrongdoing and is being represented by a legal team led by Lawyer Elisha Ongoya, former LSK President Eric Theuri and Lawyer Elias Mutuma.
He also has an extensive list of witnesses to support his case including MCAs Abdinoor Dima Jillo and Diba Abdirashid Ali, the Clerk of the County Assembly Salad Boru Guracha, Chief Finance Officer Habiba Galgalo Jirma and Administration Police Officer Shaban Mzungu.
Initially, a court order had barred the County Assembly from proceeding until a case the governor filed was heard and determined in court.
The Senate chose to hold a complete full plenary hearing with all senators involved instead of creating a special committee, so as to allow every senator to participate directly in the impeachment proceedings.
As specified in the Senate Order Paper on Tuesday, the Senate began the impeachment hearing today at 9 am with a prehearing meeting for senators.
At 10 am, the went over basic procedures which includes a recital of their constitutional duties and the hearing schedule.
Next, MCAS and their lawyers were introduced along with Governor Guyo and his legal team.
The Senate then read out the charges against Governor Guyo and allowed time from 11:30 am to 1:30 pm for any early objections followed by a lunch break until 2:30 pm.
After that, the Assembly’s lawyers will make their opening remarks, followed by Governor Guyo’s legal team.
From 3:30 pm to 6:30 pm, the Senate will hear evidence, including witness statements, cross-examination and re-examination after which the House will adjourn.
If the governor’s objections are rejected, the full trial will proceed on Wednesday.
All 67 senators will be involved, but only the 47 elected ones will vote on the final outcome and if at least 24 out of the 47 votes to support any of the charges, Governor Guyo will cease to hold office.
