Government constructing 47,000 affordable houses for police officers

The Governance and Public Administration (GPA) Sub-Committee of the National Development Implementation Committee (NDIC) has reviewed progress across key priority programmes under the governance cluster, including security sector housing, digital government services, citizen registration, and the Government Legislative Agenda.

The Sub-Committee noted steady progress under the National Institutional Housing Programme to address housing deficits within the police and prison services and later expanded to include additional security agencies under the Affordable Housing Framework.

The security cluster now represents the largest and most advanced institutional housing pipeline under the Affordable Housing Programme with a current housing portfolio comprising of 165 projects across the country and delivering a total pipeline of 47,464 units. 

To date, 2,092 housing units have been completed while 9,555 units are under active construction and another 24,720 units under procurement.

Major ongoing police housing developments that are underway include at the GSU Headquarters in Ruaraka, Kiganjo Training School, and the GSU Training School in Embakasi, alongside other strategic sites aimed at reducing accommodation deficits in high-demand operational areas.

In parallel, the KDF Affordable Housing Programme is delivering housing units across Kahawa, Embakasi, Langata, Moi Airbase, Lanet, Gilgil, Nanyuki and Mariakani military camps.

The 500-unit development at Roysambu has already been completed and handed over while the completion of other units is scheduled between January 2026 and January 2028.

On digital transformation, the State Department for Immigration and Citizen Services reported that 22,665 government services have been onboarded onto the e-Citizen platform out of 26,550 identified services that are targeted by 30th June 2026.

The introduction of Government-to-Government services on the platform has also commenced, beginning with selected state corporations and foreign missions in Nairobi.

With enhanced technical and financial support, the onboarding of specific services within the National Police Service and Correctional Services will be accelerated to expedite integration.

Under the Usajili Mashinani mobile registration initiative100,195 identity cards have been issued since September 2025, including 70,648 first-time registrations. A total of 52,262 birth certificates were issued during the exercise.

To strengthen outreach, 45 new vehicles have been acquired and additional registry and civil registration offices are being operationalized in the current financial year.

This has enhanced inclusion for citizens in remote areas, and strengthened access to government programmes that require official identification.

On the Government Legislative Agenda, the Sub-Committee focused on completed legislative business that has strengthened governance and accountability frameworks within the cluster.

Several key Bills have now been assented into law, including the Independent Electoral and Boundaries Commission (Amendment) Act, 2022: the Conflict-of-Interest Act, 2023; the National Lottery Act, 2023; and the Gambling Control Act, 2023.

In addition, the Public Benefits Organizations Act has been operationalized following gazettement of its commencement date.

The operationalization of the Diaspora Integrated Information Management System (DIIMS), now provides integrated digital services to Kenyans living abroad.

The platform strengthens engagement with the diaspora community, enhances service accessibility, and supports data-driven policy planning in line with the Kenya Diaspora Policy 2024.

The meeting, chaired by the Principal Secretary for Internal Security and National Administration, Dr. Raymond Omollo brought together Principal Secretaries and senior officials from key departments within the Governance and Public Administration cluster, including Parliamentary Affairs (Dr. Aurelia Rono), Immigration and Citizen Services (Dr. Bellio Kipsang), Correctional Services (Dr. Salome Beacco), Devolution (Michael Lenasalon), Science and Research (Prof. Shaukat Abdulrazak), National Police Service (Bernice Lemedeket) and Solicitor General (Shadrack Mose).

The Principals while appreciating the progress, reaffirmed their collective commitment to strengthening implementation oversight, enhancing inter-agency coordination, and accelerating delivery of priority programmes in governance and security sector reform.
