The government has begun adjusting the Housing Levy, following the recent agreement between President William Ruto and COTU Secretary General Francis Atwoli.
The Housing Principal Secretary Charles Hinga revealed that Kenyans may soon start to pay only 5% deposit down from the current 10 % to own homes under President William Ruto’s Affordable Housing Programme.
Speaking while in Mombasa before the National Assembly Departmental Committee on Housing, Urban Development and Public Works on June 21, 2025, PS Hinga confirmed that the proposal championed by COTU is nearing implementation.
“I hereby ask Kenyans to utilise this chance to become homeowners,” Hinga urged, encouraging low-income earners to register on the Boma Yangu platform.
The engagement with the State Department centered on accelerating the affordable housing agenda and addressing key concerns raised by MPs, including transparency in the use of funds.
The PS was put on spot by the Committee Chair Johana Ng’eno to explain the programme’s achievements, maintenance of completed Affordable Houses, the quality standards, allocation criteria of houses, and the status of the housing regulations.
At the same time, PS Hinga was asked to explain where the Park Road houses proceeds will go after their sale since the PS had stated that Park Road proceeds were used to build Homa Bay Affordable Houses.
Hinga clarified that funds from Park Road were given to the National Housing Corporation to construct the Homa Bay units, and will be recovered from their sale.
He also reported that over 1 million jobs have been created, with 3,172 units completed, 148,465 under construction, and 177,686 student beds advertised.
Meanwhile, MPs called for a national TV programme to educate the public on how to access the housing scheme. Hinga assured them that draft regulations will soon be tabled in Cabinet for approval.
