Governor Guyo says will present himself before DCI, calls on supporters to remain calm

Embattled Isiolo Governor, Abdi Guyo has said he will present himself before the Directorate of Criminal Investigation (DCI) while urging supporters and residents to remain calm.

Governor Guyo is facing charges of kidnapping with intent to cause grievous bodily harm, but he has received a conservatory order against arrest and arrangement as directed by the Office of the Director of Public Prosecution.

While dismissing the allegations against him, the Isiolo Governor said he would personally present himself and cooperate with the DCI at a date he did not mention.

“In the spirit of transparency and respect for the rule of law, I wish to confirm that I will voluntarily present myself before the DCI at the earliest convenience to facilitate thorough investigations,” he said.

He claimed innocence on all the accusations levelled against him and seven others, dismissing them as ‘politically motivated and devoid of factual basis ‘.

“I have always upheld dignity, integrity and service to the people of Isiolo. Before and during my tenure in public office, I have never committed a criminal act. At the same time, I recognise that due process (of investigation) is sacrosanct,” he added.

Guyo, who is backed by a splinter group of MCAs with its own Assembly, relocated to Oldonyiro trading centre from the County headquarters, expressed confidence that ‘ truth and justice shall prevail’ after full investigation.

Lady Justice Dorah Chepkwony gave Guyo and the seven others a conservatory order restraining the DCI and the office of DPP from arresting, charging or interfering with the petitioners until the case is heard.

“The application is certified as urgent and is hereby admitted for hearing during the ongoing High Court recess,” ruled Chepkwony.

The order follows a petition by the Governor and the would be co-accussed who on August 26, sought to block their prosecution in connection with the incident mentioned by the Office of the DPP.

The DPP on September 5, 2025 directed the DCI to arrest and arraign the Governor and the seven others to face charges of kidnapping with intent to cause grievous (bodily) harm and robbery with violence in a detailed documentation.

The seven others include former Isiolo South MP Abdullahi Banticha who is also a speaker to a faction of the Assembly allied to the Governor, County Secretary Dade Boru and MCAs Abdirashid Ali Dida of Garba-Tula ward and his Kinna counterpart Abdinur Dima Jillo.

According to the DPP,  the DCI at Kiyumbi sub county reported a criminal incident that took place at Outbark Hotel in Maanzoni in Machakos County on June 19.

Both the offices in Machakos considered the matter as of ‘ significance public interest’ when it forwarded the file to their superiors.

Guyo and his supporters allegedly arrived at the hotel venue and acting on behalf of the Governor, they forcibly disarmed and attacked Abdirahman Mohamed, bundled him into a vehicle and kidnapped him.

Mr Mohamed, a career police officer, was the immediate former Chief Officer for Health at the Isiolo County government when his contract expired last February. 

He was in the company of 15 MCAs who were at the hotel and who were in support of the impeachment of Governor Guyo.

The impeachment collapsed on the floor of the Senate in July on procedural ground as the assembly could not prove that they had a sitting.

The DPP further claimed the Governor threatened Mr Mohamed before ordering his entourage to move him to the Ruai Sewerage area where he was allegedly blindfolded, beaten up and abandoned.

During the ordeal, the former official lost a licensed Glock pistol with 15 rounds of ammunition, an iPhone 16, Sh 70,000 in cash and other personal belongings.

The DPP claims to have evidence of CCTV footage from the hotel that placed the Governor and the seven others during the incident.
