Isiolo County Clerk denies impeachment of Governor Abdi Guyo, cites active court order

Isiolo County Governor Abdi Guyo has not been impeached, this is according to the clerk of the county assembly, dismissing earlier reports suggesting so.

In a statement on Thursday, June 26, Salad Boru Guracha, the Clerk of the County Assembly, said the reports were not only misleading but are also part of the ongoing “politically motivated misinformation”, intended to mislead the public and undermine lawful Assembly procedures.

The reports claimed that 16 out of 18 Members of County Assembly (MCAs) present had voted in favour an impeachment motion against Guyo, with two abstaining and no member opposing the motion.

However, Guracha says no such sitting to vote on the motion happened. “No such sitting has been convened, held, or facilitated by this Office.”

Further, the clerk insists that there is an active court order that explicitly prohibiting the County Assembly from advancing the impeachment proceedings against the Governor at this time.

“The Assembly is fully bound by these orders and remains committed to upholding the rule of law and constitutional due processes,” the statement reads in part.

Furthermore, the clerk maintains that his office has not issued any notice, order paper, or deployed officers for facilitating such a sitting, nor has it facilitated any proceedings, formal or informal, on the matter on the basis of the aforementioned.

“The purported claims arise in the context of ongoing politically motivated misinformation, intended to mislead the public and undermine lawful Assembly procedures,” the clerk added. “Additionally, it is important to clarify that the substantive clerk of the County Assembly remains one Mr. Salad Boru, and anyone purporting to act as such has no legal footing to facilitate any such sitting nor act on behalf of this Office.”

The clerk is therefore advising the public to disregard any allegations of an impeachment process having been undertaken. “The impeachment of a Governor is a solemn constitutional process, guided by the law and structured procedure.”
