Isiolo Governor Abdi Guyo has narrowly survived impeachment as the Senate voted down a motion to remove him from office on Tuesday, July 8, 2025..
The Senate voted to reject the impeachment because of procedural flaws. Most senators agreed with Guyo’s preliminary objection that the MCAs did not have proper sittings to discuss removing him from office.
In a motion tabled by Sericho MCA Abubakar Godana, Governor Guyo was accused of abuse of office and gross misconduct, violation of the Constitution, irregular appointment of 36 advisors and 31 chief officers far exceeding legal limits, awarding flawed contracts and stalling development projects.
Guyo’s legal team led by lawyers Eric Theuri and Elias Mutuma defended him by successfully raising a preliminary objection stating the impeachment did not take place as it is alleged by Members of the County Assembly of Isiolo.
“This is a phantom impeachment. The documents presented by the county assembly were forged, fabricated and generated outside proper legislative processes,” Theuri argued.
Citing the impeachment of Kericho Governor Erick Mutai, which was abandoned because it did not meet the threshold, advocate Elisha Ongoya, who also led Governor Guyo’s defense team, claimed that no one had certified the Hansard presented by the County Assembly and declared the motion to be void and without legal consequence.
“It is our submission that the County Assembly of Isiolo did not sit on 18th June 2025, when the said impeachment motion is said to have been introduced in the Assembly, nor on 26th June 2025, when the motion is said to have been approved,” he declared.
However, the legal team for the Isiolo County Assembly, led by Paul Nyamodi strongly disagreed with that claim.
“These are time-sensitive proceedings. Delays can derail justice. The claims made by the governor are contested and the only way to establish the truth is through a full hearing and cross-examination,” he stated.
Speaker of the Senate, Amason Kingi ruled in favor of Guyo after 31 senators voted in favor of the objections while 12 opposed.
“The Senate finds that the County Assembly of Isiolo did not appropriately hold sittings on the 18th of June 2025, and 26th of June 2025, to table, debate, and pass a vote on the motion for the proposed removal from office by impeachment of the Governor of Isiolo County, Hon. Abdi Hassan. The impeachment proceedings terminate forthwith. As a result, Abdi Guyo retains his seat as the Governor of Isiolo County,” Kingi asserted.
