The Intergovernmental Budget and Economic Council (IBEC) remains a crucial platform for dialogue and coordination between the national and county governments on issues of finance, economic planning, and budgeting.
On Monday September 29, 2025, Deputy President Kithure Kindiki, accompanied by Health Cabinet Secretary Aden Duale, chaired the 28th Ordinary Session of IBEC at his official residence in Karen.
The meeting was attended by top government officials, including the Principal Secretary for Public Health and Professional Standards Mary Muthoni and the Director General for Health Dr. Patrick Amoth.

During the deliberations, the Ministry of Health presented key progress updates on the rollout of Taifa Care, Kenya’s Universal Health Coverage (UHC) initiative.
So far, 3.6 million Kenyans have received free primary healthcare services, while 2.1 million have benefitted from specialized treatment, including dialysis and cancer care.
The Ministry further confirmed the registration of 100,193 Community Health Promoters (CHPs) in the national Community Health Worker registry.
This digital system enhances transparency, ensures timely stipend disbursements, and integrates frontline workers into platforms such as eCHIS.
Additionally, 248 Primary Health Care Networks (PHCNs) have already been set up across the country, representing more than 78% of the national target.
To support this, the government has disbursed Ksh 3.2 billion towards CHP stipends.
These developments highlight Kenya’s steady progress in strengthening community health systems and reaffirm the government’s commitment to achieving Universal Health Coverage (UHC).
