Kenya’s top performing parastatals – Kenya Track Survey

According to the Kenya Track Survey on Top Best Parastatals in Kenya 2026, Kenya’s state corporations have continued to entrench themselves as indispensable pillars of national development, delivering far reaching outcomes across critical sectors of the economy.

The survey findings point to institutions that demonstrated strategic clarity, strengthened governance frameworks, and measurable impact in advancing service delivery and socio economic transformation.

The survey places the Rural Electrification and Renewable Energy Corporation (REREC) among the parastatals that recorded notable performance in 2025, citing measurable progress in expanding electricity access and supporting broader development objectives.

According to the Kenya Track Survey, REREC implemented over 5000 electrification projects in the last two years, connecting more than 60000 customers across all 290 constituencies.

The survey also references the rollout of decentralised mini grids in underserved counties and ongoing support to strategic food security initiatives such as the Galana Kulalu electrification project, underscoring REREC’s contribution within the wider ecosystem of high performing state corporations.

In the education sector, the Kenya Track Survey credits the Kenya Institute of Special Education (KISE) with deepening inclusive education through expanded teacher training under the Competency Based Curriculum.

The survey notes improvements in national assessment and placement services, enhanced county capacity, and the adoption of blended digital learning models that have accelerated the integration of learners with disabilities into mainstream schools.

Food security gains documented in the Kenya Track Survey are also attributed to the National Irrigation Authority (NIA). The survey reports expanded irrigated acreage nationwide and the successful revival of stalled schemes including Mwea, Ahero, Bura, and West Kano.

Through climate responsive irrigation technologies, particularly in arid and semi arid regions, NIA is cited for enhancing productivity, creating employment, and reducing dependence on food imports.

Within the health sector, the Kenya Track Survey highlights the Kenya Medical Supplies Authority (KEMSA) for stabilising medical supply chains and improving the availability of essential medicines in public facilities.

The survey further points to strengthened support for Universal Health Coverage, digitised procurement and logistics systems, and the maintenance of strategic reserves for national health emergencies.

According to the survey, the Kenya Railways Corporation (KRC) sustained efficient operations along the Mombasa–Nairobi–Naivasha corridor, contributing to reduced road congestion and enhanced regional trade efficiency through the shift of freight from road to rail.

The Kenya Track Survey also recognises improvements in commuter rail services that benefited thousands of urban workers.

In public communication, the Kenya Track Survey notes that the Kenya Broadcasting Corporation (KBC) remained the government’s primary platform for public information, civic education, and emergency messaging.

Expanded local language programming and digital media transformation were cited as key contributors to national cohesion and inclusive information access.

Curriculum reforms were consolidated, according to the Kenya Track Survey, through the work of the Kenya Institute of Curriculum Development (KICD). The survey documents the full embedding of the Competency Based Curriculum across foundational learning stages, curriculum refinement based on stakeholder feedback, and alignment of learning pathways with skills and labour market needs.

The Kenya Track Survey further credits the Media Council of Kenya (MCK) with strengthening media professionalism through enhanced accreditation, dispute resolution, digital media oversight, and targeted capacity building in ethics, safety, and election reporting.

Infrastructure sustainability featured prominently in the survey’s findings on the Kenya Roads Board (KRB). The Kenya Track Survey reports prudent management of the Road Maintenance Levy Fund, improved inter agency coordination, and consistent road maintenance supporting trade, agriculture, and mobility across counties.

In the livestock sector, the Kenya Track Survey identifies the Kenya Meat Commission (KMC) as a stabilising force, particularly in arid and semi arid regions. The survey notes KMC’s role in absorbing livestock during drought periods, revitalising processing capacity, stabilising pastoralist incomes, and strengthening export readiness.

Collectively, the Kenya Track Survey concludes that the performance of these parastatals in 2025 reflects a renewed emphasis on accountability, efficiency, and citizen centred service delivery. The findings affirm the continued relevance of state corporations in advancing Vision 2030 priorities, strengthening economic resilience, and driving inclusive national transformation.
