Deputy President Kithure Kindiki has commended President William Ruto for establishing a national framework to compensate victims affected by protests and demonstrations in Kenya since 2017.
In a statement released on his social media platforms on Saturday, August 9, 2025, Kindiki praised President William Ruto’s plan that ensures there is accountability, fair compensation and justice whenever people are harmed, injured or lose their lives during violent protests.
He added that the plan is meant to cover situations where peaceful demonstrations get out of control and turn into riots endangering both ordinary citizens and security officers.
Kindiki further stated that the move sets the bar high for Kenya and could inspire other countries in Africa and around the world on how to deal with such difficult national situations.
“In establishing the framework for accountability, redress and reparations for harm, injury or loss of life when protests become violent riots, when civilians and security personnel become casualties of the exercise of constitutional rights gone awry, President William Ruto has set the bar very high for Africa and the world in terms of confronting difficult national issues head on,” the statement read.
The Deputy President also congratulated Ruto’s Senior Advisor on Constitutional Affairs and Human Rights, Makau Mutua, on his appointment to head the team tasked with developing the compensation framework.
The team, led by Mutua, will work within a 120-day timeline from the date of the official announcement.
Once completed, the framework will operate under the Executive Office of the President and be implemented in partnership with the Office of the Attorney General, the Ministry of Interior and National Administration, the National Treasury and other relevant state agencies.
This comes a day after President William Ruto announced the program in a presidential proclamation dated August 8, 2025.
“I, William Samoei Ruto, President and Commander in Chief of the Kenya Defence Forces in exercise of the authority vested in me by the Constitution, do hereby establish a coordinating framework for compensation of victims of protests and riots, which shall be vested under the Executive Office of the President,” he stated.
