Former Attorney General Justin Muturi has publicly accused the government’s eCitizen platform of significant accountability failures, claiming that a recent report shows a staggering Ksh 44.8 billion in unaccounted funds.

Muturi made the allegations on Tuesday August 5, 2025 during a political talk show on TV47.

The claims come amidst rising tensions between Muturi and his former boss, President William Ruto.

Muturi’s political journey has seen him serve as the seventh Speaker of the National Assembly, later as Attorney General and Public Service Cabinet Secretary under President Ruto’s administration, before shifting his allegiance to the opposition, led by former deputy president Rigathi Gachagua.

He has recently been in the headlines for his sharp criticism of the President, whom he now describes as “unfit to be president,” a dramatic reversal from his previous support.

The public fallout has been marked by accusations of incompetence from the President and counter-claims of corruption and a “two-faced” character from Muturi.

During the interview, Muturi zeroed in on the eCitizen platform, a government initiative that President Ruto has championed as a hallmark of transparency and efficiency.

However, Muturi presented a starkly different picture. “When we looked at a report, they found that over 44.8 billion shillings could not be accounted for on the eCitizen platform,” he stated, attributing the figure to a recent audit.

“This amount was funneled through that platform, which shows that despite the president appearing to be very persuasive, there’s a lot of corruption happening behind the scenes,” he added.

The claims are consistent with a recent audit report by the Office of the Auditor General, Nancy Gathungu, which flagged accountability and transparency gaps on the eCitizen platform.

The report highlighted a lack of formal agreements with financial service providers and inconsistencies in revenue reporting, raising concerns about potential misuse of public funds and service delivery failures.

Muturi’s remarks have since added fuel to the fire, turning a technical audit issue into a major political accusation against the government.

The former Attorney General’s shift to an opposition role appears to be gaining momentum as he uses his inside knowledge to challenge the administration he once served.
