Alex Wachira is the best performing Principal Secretary (PS) in Kenya, this is according to Kenya Track Survey.
The survey released on Friday, January 9 says Wachira, a PS in the State Department for Energy, enjoys an approval rating of 78%.
The Kenyans interviewed across the country said that PS Wachira had accelerated Last Mile Connectivity, expanding electricity access nationwide, advanced progress toward universal electricity access targets, promoted renewable energy, particularly geothermal and other clean power sources, strengthened off-grid and solar solutions for remote and underserved areas, as well as supported rollout of clean cooking technologies in schools.
Irrigation PS Ephantus Kimotho was ranked second in the survey with an approval rating of 74%, with respondents saying that he led development of the National Irrigation Sector Investment Plan (NISIP), championed expansion of irrigation to increase food security and reduce imports and promoted smallholder irrigation schemes across key agricultural regions.
Micro Small and Medium Enterprises (MSME) Development PS Susan Mang’eni was ranked third with an approval rating of 70%. Kenyans, according to the survey, say that PS Mang’eni has advocated for tech‑driven growth for MSMEs, encouraged digital adoption and digital service platforms to enhance competitiveness.

Methodology
The survey, carried out between December 28, 2025 and January 7, 2026, involved 2,679 respondents across all 47 counties.
Interviews were conducted by telephone among Kenyans aged 18 and above, drawn from both rural and urban areas.
Respondents were asked to rate Principal Secretaries based on perceived effectiveness, project delivery, accountability, and visibility of impact within their respective sectors.
Kenya Track notes that the findings reflect public perception rather than official performance audits, and are intended to provide insight into how government delivery is experienced by citizens.
The poll underscores growing public demand for accountability, consistency, and tangible outcomes from senior public officials.
