Ministry of Energy Cabinet Secretary (CS) Opiyo Wandayi has been ranked as best performing CS, according to the latest report by Centre for African Progress.
In the report released on November 18, 2025, Education CS Julius Ogamba Migos was ranked second best performing CS, despite the challenges facing the education sector in the country.
The study was carried out between the 14th and 16th of November 2025 with a sample of 6,000 adults spread across the country’s 47 counties.
During the survey, the gender split was 50-50 (3,000 males and 3,000 females).
The level of education for the respondents was 30% for Primary, 30% for secondary, and 40% for college.

Meanwhile, the report also showed that 70% of Kenyans believed that President William Ruto is the one to blame for a lazy Cabinet, 18% believe the CSs are to be blamed while 12% of respondents had no idea on who to blame.
