Police Constable Mukhwana confesses his role in Albert Ojwang’s murder, implicates senior officers

Shocking new details have emerged in the brutal murder of teacher and blogger Albert Ojwang, with police constable James Mukhwana confessing his involvement and implicating a chain of command that allegedly stretches to the top brass of the National Police Service.

Mukhwana, in a detailed statement to the Independent Policing Oversight Authority (IPOA), revealed he acted under direct orders from Central Police Station OCS Samson Talaam, who in turn allegedly received instructions from Deputy Inspector General (DIG) Eliud Lagat, who has since stepped aside pending investigations.

Mukhwana’s chilling confession paints a picture of a premeditated assault orchestrated within the confines of the Central Police Station.

He claims that OCS Talaam and his deputy, Samuel Ng’ang’a, summoned him and informed him that the Directorate of Criminal Investigations (DCI) would be bringing in a suspect at 8 PM, and that Mukhwana should identify detainees in the cells to “deal with” the incoming individual.

When Mukhwana, who was on duty, expressed concerns about the potential for the assault to escalate or turn fatal, he was allegedly assured that as a junior officer, he had no reason to defy orders from superiors.

“There are instructions from DIG Lagat…There is a suspect being brought in by the DCI at 8am. You will tell the inmates to handle him a little. If you refuse, you may find yourself in trouble, you cannot refuse an order from a superior,” the instructions reportedly read.

According to Mukhwana, Ojwang arrived at the station around 9 PM in a Subaru, handcuffed. Mukhwana contacted OCS Talaam, who confirmed Ojwang was the target and allegedly ordered that he be “disciplined” severely enough to require hospitalization.

Shortly after Ojwang was booked in, Mukhwana states that four detainees—now also in custody—began the assault.

He recounted hearing noise from the cells, and upon checking, found Ojwang bleeding from the mouth and slumped against the wall.

By 10 PM, Mukhwana asked Ng’ang’a to arrange for Ojwang’s transfer to the hospital before he went home.

The following day, Mukhwana inquired about Ojwang’s condition and was told by the OCS that “there were no issues.”

However, the truth began to unravel on June 11 when Mukhwana was summoned by IPOA officers, where he initially provided false information.

Overwhelmed with guilt, Mukhwana voluntarily returned to IPOA investigators on June 12, providing a full and truthful statement that led to his arrest and detention at Capitol Hill Police Station.

“Albert Ojwang was not supposed to be killed; he was supposed to be disciplined,” Mukhwana told investigators, reiterating that the instructions originated from OCS Talaam, who was acting on orders from DIG Lagat.

Mukhwana expressed deep remorse and offered his condolences to Ojwang’s family.

Meanwhile, OCS Talaam, who surrendered to the police after being linked to the crime, has denied being at the station during the incident.

However, during his arraignment, he appeared visibly distressed. IPOA, in their affidavit, revealed that Talaam was in constant communication with the officers involved in Ojwang’s assault—before, during, and after the crime.

Police Constable James Mukhwana, currently detained at Capitol Hill Police Station, was specifically named as the officer with whom the OCS was in regular contact.
