President Ruto appoints 7 members of National Infrastructure Fund Governing Council

President William Ruto has appointed Treasury Cabinet Secretary John Mbadi as Chairperson of the Governing Council of the National Infrastructure Fund, alongside six other members.

In a notice on Wednesday, April 1, 2026 President Ruto tapped the Attorney General Dorcus Odour and the Central Bank of Kenya Governor Kamau Thugge as Statutory Members.

Professor Benedict Oramah, KCB CEO Paul Russo, Faith Boinett, and Richard Etemesi were appointed to the board of the Ksh5 trillion fund as members.

“In exercise of the powers conferred by section & as read with section 7 (1) (d) of the National Infrastructure Fund Act, 2026, 1, William Samoci Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Benedict Okey Oramah (Prof.), Faith Boinnet, Paul Russo, Richard Etemesi, to be Members of the Governing Council of the National Infrastructure Fund, for a term of three (3) years,” read part of the gazette notice.

Faith Boinnet, an Advocate of the High Court of Kenya, currently serves as Chairperson of the Kenya Pipeline Company Limited.

She has extensive experience in public sector governance, having served in various State corporations and institutions, including the Privatisation Commission. 

Paul Russo is the CEO of KCB Group PLC and Chairperson of the Kenya Bankers Association Governing Council, and is one of the eye-catching appointments by President Ruto.  

Oramah is the Chairperson of the Board of Directors of the Fund for Export Development for Africa (FEDA) and the African Medical Center of Excellence (AMCE) and the immediate former President and Chairperson of the Board of the African Export-Import Bank (Afreximbank).

Richard Etemesi, the Chairperson of Liberty Holdings Limited, is a seasoned financial services executive with over three decades of experience.

He has held senior leadership roles at Standard Chartered Bank, where he served as Chief Executive Officer.
