The English Premier League’s 2025/26 season is underway, and with it comes a set of significant rule changes.
Designed to improve the pace of play, reduce time-wasting, and enhance discipline, these new regulations will have a clear impact on team strategy and player behavior.

1. The Eight-Second Goalkeeper Rule:
In a major push to combat time-wasting, the EPL is strictly enforcing a new time limit for goalkeepers.
Previously, the rarely-enforced six-second rule was often ignored. Now, referees will begin a visible five-second countdown once a goalkeeper has control of the ball.
If the goalkeeper holds the ball for more than eight seconds, the opposing team will be awarded a corner kick. This is a much more severe punishment than the previous indirect free-kick, aiming to drastically reduce delays in the game.
2. “Captains only” for referee discussions:
To reduce confrontations with officials, the EPL has adopted a “captains only” rule.
This new guideline dictates that only the designated team captain can approach a referee to discuss decisions.
Any other player who confronts an official risks an immediate yellow card. This measure was successfully trialed in UEFA competitions and is expected to improve player discipline on the pitch.
3. Semi-automated offside technology:
The 2025/26 campaign marks the first full season with semi-automated offside technology (SAOT) in use.
After being introduced late last season, SAOT is now fully implemented.
The technology is expected to provide quicker, more accurate, and more transparent offside decisions, streamlining a previously controversial aspect of the game.
4. New penalty kick rule:
A specific change to the penalty kick procedure addresses a common issue.
If a player accidentally touches the ball twice during a penalty, the kick will now be retaken as long as the ball crossed the line.
This rectifies the previous rule, which would have resulted in the goal being disallowed, and aligns with the spirit of the game.
