A conflict is emerging within President William Ruto’s broad-based government over the amount of money counties should receive from the national government in the 2025/2026 financial year.
The Orange Democratic Movement (ODM) Secretary General Edwin Sifuna, who also doubles up as Nairobi Senator has threatened that it could be over with the broad based government if counties do not receive Ksh.450 billion.
Sifuna who was in Vihiga on Wednesday June 11, 2025 during area Senator Godfrey Osotsi’s address to the County Assembly, accused the National Assembly as well as the Executive for allegedly undermining devolution.
While senators propose that counties should get up to Ksh465 billion in the next financial year, MPs have proposed Ksh 405 billion, leading to a stalemate.
“As Senators, we want Ksh465 billion to be allocated to county governments, for the governors and MCAs to work for people in the counties, but MPs have refused to approve the money we had allocated for devolution,” said Sifuna.
“If counties are not allocated Ksh450 billion minimum, we will have to go separate ways,” he added.
The matter has now been forwarded for mediation, which will be spearheaded by a team of 18 members comprising 9 Senators and 9 MPs who are to arrive at a common ground over the matter.
Senator Sifuna’s remarks were backed by Vihiga Senator Godfrey Osotsi who is also ODM Deputy Party Leader.
