The Senate’s Health committee has raised alarm over dilapidated Busia level four hospital, which they attribute to negligence and misappropriation of public resources.
The Committee conducted inspections in Busia on some of the projects that have been flagged by the office of auditor general for mismanagement and loss of public funds.
Among the projects included the Busia level four hospital and Busia stadium where money was allocated, but there is nothing to show on the projects.
The Health together with Public Accounts Committees led by Uasin Gishu Senator Jackson Mandago and Homa Bay Senator Moses Kajwang were puzzled at the lack of convincing explanation by departmental heads at the county hospital over the dilapidated state at the institution.
Chief Officer health in Busia, Dr. Wilberforce Lusamba had a rough time justifying allocation of funds in projects such as procurement of hospital electronic systems, no ambulances, non functional ICU and dialysis units as well as lack of an oxygen plant at the hospital despite millions of shillings being allocated for these services.
Busia Senator Okiya Omtata took issue with the service provider that was procured to install the hospital system, saying it has a bad record of siphoning counties through fraudulent business.
“This is the hospital where the county government paid Ksh.5 million for consultancy of whether the hospital should be made a level four or five Hospital,” lamented PAC Chair Senator Kajwang.
Other concerns raised included conducting a feasibility study on establishment of an ICU unit to a tune of 5 million, lack of medicine at the hospital pharmacy, leading to mushrooming of private chemists right outside the hospital gate.
“There is nothing positive to report about in Busia County, and I am glad that my colleagues have seen for themselves issues that I have always raised,” decried Busia senator Okiya Omtata.
Busia stadium is another cash cow that the committee flagged, where millions were allocated for fencing of the stadium, but on ground, there is nothing to show.
