Suspect arraigned over KSh11 million SHA fraud

A suspect linked to fraudulent claims amounting to over KSh11 million from the Social Health Authority (SHA) has been arraigned in court following investigations by detectives from the Investigations Bureau (IB) at the Directorate of Criminal Investigations (DCI) headquarters.

In a statement shared on X on Monday, March 9, 2026, the Directorate of Criminal Investigations said the suspect, identified as Mishael Otieno Okumu, was behind a series of fraudulent activities involving a medical facility operating in the Pipeline area of Nairobi.

According to the DCI, investigations revealed that Okumu is the director of Salama Yard Medical Center Laboratory and Maternity Services, a facility allegedly involved in several irregular practices that enabled the submission of fraudulent claims to the Social Health Authority.

“Investigations established that the suspect is the director of a facility located in the Pipeline area of Nairobi County that was involved in several irregular practices, including suspicious admission patterns, use of expired or unauthorized practitioner credentials, false patient admissions and fraudulent billing,” the DCI said.

The agency added that these illegal activities enabled the facility to fraudulently claim more than Sh11 million from the health authority.

Okumu and the medical facility were charged with seven offences, including obtaining registration by false pretence, making false statements and falsification of documents under the Social Health Authority Act.

He also faces charges of acquisition and use of proceeds of crime contrary to the Proceeds of Crime and Anti-Money Laundering Act(POCAMLA).

The suspect pleaded not guilty to the charges and was remanded at Capitol Hill Police Station pending the issuance of bail and bond terms.

“Mishael pleaded not guilty and was remanded at Capitol Hill police station pending the issuance of bail and bond terms on 16 March 2026, after the presentation of a probation report,” the DCI stated.

The investigative agency reaffirmed its commitment to pursuing justice in cases involving the misuse of public health funds.

“The Directorate of Criminal Investigations remains unwavering in its pursuit of justice in the Social Health Authority fraud investigations and is committed to ensuring accountability and safeguarding public resources,” the statement read.

Investigations into the matter are ongoing, with authorities warning that all individuals involved in the alleged fraud will be held accountable.
