Suspect detained for forging letter from State Department of Transport

A man has been taken into custody by investigators from the Serious Crime Unit for allegedly creating a fake State Department of Transport letter.

Authorities arrested Richard Kirui Bongei, who works as Principal Engineer at the Ministry of Housing, in Athi River.

The arrest came after investigators completed a thorough probe into a forgery complaint filed by the State Department of Transport regarding a fraudulent “Renewal of Local Agreement Terms” letter bearing a May 6, 2024 date and supposedly bearing the signature of a high-ranking government official.

The fabricated document attempted to secure a three-year contract extension for Capt. Martyne Luther Lunani as Director of Aircraft Accident Investigation at the Ministry of Roads and Transport.

After the State Department of Transport identified the suspicious document, they sent it to the Directorate of Criminal Investigations for technical analysis.

Specialists in document forensics confirmed the letter was counterfeit and seized it for evidentiary purposes.

Investigation findings traced the document back to Richard Bongei, resulting in his detention. He has been processed through the system and is set to appear in court on November 26, 2025.

Authorities are currently searching for Capt. Lunani, who remains at large and faces charges related to falsifying an official document.
