Will Iran really boycott the 2026 World Cup in America? Here’s what FIFA rules say

Iran could miss the 2026 FIFA World Cup, and the consequences would reshape part of the tournament. The debate intensified after Iran’s Sports Minister Ahmad Donyamali announced on state television that the national team would not take part under any circumstances. His remarks came after the reported killing of Supreme Leader Ayatollah Ali Khamenei during United States and Israeli strikes in late February 2026 and the rapid escalation of conflict between the two countries.

If Iran follows through with the boycott, FIFA will have to apply its tournament regulations. The rulebook is direct about withdrawals. FIFA regulations state that if a qualified team withdraws, the governing body may replace that team to preserve the structure of the competition.

One clause states that “if an association withdraws from the final competition, the FIFA Organizing Committee shall decide on the replacement of the team concerned.”

In practice, this replacement usually comes from the same continental confederation.

Iran represents the Asian Football Confederation, so any replacement would almost certainly be another Asian national team. The situation matters even more because the 2026 World Cup will be the first to feature forty eight teams. Every position in the draw is carefully structured. Iran had already been placed in a group scheduled to play matches in United States cities such as Los Angeles and Seattle. Their opponents include Belgium, Egypt, and New Zealand.

If Iran withdraws before the tournament begins, FIFA would likely invite the next best performing team from the same Asian qualification pathway. The goal would be to maintain the competitive balance of the competition while preserving the forty-eight-team format.

Two teams frequently mentioned by analysts are Iraq and the United Arab Emirates. Both nations have remained competitive in Asian football and could be considered logical replacements if FIFA needs to fill Iran’s place. The final decision would depend on qualification rankings and the official timing of any withdrawal.

There are also practical barriers. Even if Iran reversed its position, participation could still prove difficult. United States visa restrictions might prevent several Iranian officials from entering the country. Security concerns and diplomatic tensions would also complicate travel and planning around the tournament.

FIFA President Gianni Infantino has publicly stated that Iran would still be welcome to compete and has argued that football should remain separate from political disputes. History shows that international sport rarely escapes global politics. Olympic boycotts during the Cold War and other diplomatic standoffs demonstrate how quickly geopolitics can influence competition.

If Iran ultimately stays away, the 2026 World Cup will continue with another Asian nation stepping into the vacant place. The tournament will still feature teams chasing football’s biggest prize.
