The Director of Public Prosecutions (DPP) has charged a man at the Makadara Law Courts over alleged inflammatory remarks targeting Burundian nationals living and working in Kenya.

Kevin Odiwuor Otieno, also known as “Engineer Kevin,” was arraigned before Senior Resident Magistrate Stephany Bett after his arrest by Directorate of Criminal Investigations (DCI) officers from Buruburu.

His arrest followed the circulation of a video online in which he allegedly made inciting remarks during a Bunge la Mwananchi gathering at Jacaranda Grounds on September 6, 2026.

The DPP said the remarks allegedly sought to stir feelings of contempt, hatred and hostility against Burundian nationals and incite violence against them.

Otieno faces three counts of ethnic contempt, hate speech and offensive conduct likely to cause a breach of the peace.

He pleaded not guilty to all the charges.

Principal Prosecution Counsels Alex Gituma and Maureen Mwenesa did not oppose his release on bail or bond but asked the court to consider the seriousness of the allegations.

The court granted Otieno a KSh 300,000 bond or KSh 150,000 cash bail.

The case will be mentioned on October 28, 2026.
