The Cabinet Secretary for Labour and Social Protection, Dr. Alfred N. Mutua, has convened a high-level consultative meeting with top law enforcement and legal officials to address the growing threat posed by fraudulent recruitment agents exploiting Kenyans seeking employment opportunities abroad.
In attendance were the Attorney General Dorcas Oduor, the Director of Public Prosecutions Renson Ingonga, the Director of Criminal Investigations Mohammed Amin, Principal Secretary for Labour Mr. Shadrack Mwadime, and the Director General of the National Employment Authority Edith Okoki.
During the meeting on July 15, 2025, the leaders resolved to establish a Multi-Agency Taskforce aimed at cracking down on con artists who masquerade as licensed agents, collect money under false pretenses, and fail to deliver on promised jobs thereby derailing the government’s labour mobility agenda.
The Multi-Agency Taskforce will be housed at the NSSF Building, Block C, 7th Floor, and will begin operations on Thursday, 17th July 2025, from 9:00 AM to 1:00 PM daily.
“This joint operation will serve as a centralized one-stop centre to fast-track investigations, coordinate prosecution, and ensure justice for victims,” said Mutua. “Files will no longer be stuck in fragmented systems. The DCI and DPP will work in tandem to expedite decisions and court action.”
The Ministry also announced plans to engage the Judiciary to explore fast-tracking of labour fraud cases.
“We want to ensure that those arrested face justice swiftly. No one will be allowed to hide behind company names. Individuals behind these fraudulent operations will be held accountable,” added the Cabinet Secretary.
Meanwhile, Kenyans who have been victims of fake recruitment promises have been urged to report to the Multi-Agency Centre with supporting documents such as proof of payment, communication records, and agreements.
Mutua emphasized the government’s commitment to protecting the integrity of Kenya’s labour migration programme.
“We will not allow criminals to derail the noble work being done to secure safe and decent jobs for our youth abroad. We are creating legal pathways, and we are determined to weed out rogue elements tarnishing our name.”
