What’s ailing Bungoma County? Lusaka dissolves entire cabinet amid impeachment storm

Bungoma Governor Kenneth Lusaka has dramatically dissolved the entire County Executive Committee, sending home 10 County Executive Committee Members (CECMs), the County Attorney and the County Secretary in a sweeping reorganization aimed at restoring order within the county government.

In a press statement dated April 9, 2026, the Governor said the decision was made “in the exercise of his constitutional mandate to ensure effective governance and service delivery,” adding that the move was necessary to safeguard the integrity of county institutions.

“All Members of the County Executive Committee, the County Attorney and the County Secretary have been relieved of their duties with immediate effect,” the statement read.

The shake-up comes against the backdrop of an attempted impeachment process initiated by Members of the County Assembly (MCAs) who had signaled plans to remove several county officials.

Sources within the county indicate that the push by MCAs was based on contested grounds, with the Executive terming the reasons as weak and politically motivated.

While not directly referencing the impeachment attempts, Governor Lusaka hinted at the need to protect the county’s governance framework from destabilization.

“This decision has been taken in good faith and in the broader public interest to facilitate the efficient functioning of the County Government,” he stated.

The crisis exposes a deepening rift between the County Executive and the Assembly. The fallout is reportedly linked to a controversial move by some MCAs to award themselves road construction tenders, an action strongly resisted by county officials on grounds of conflict of interest and violation of procurement laws.

Insiders say the standoff created a hostile working environment, ultimately triggering the political showdown that culminated in the attempted impeachments.

Further, the relationship between Governor Lusaka and MCAs most of whom are from the Ford Kenya Party reportedly worsened after he was appointed coordinator of the presidential re-election campaign, a move said to have irked National Assembly Speaker Moses Wetang’ula.

Wetangula, Lusaka tiff?

 It is alleged that Wetang’ula subsequently rallied MCAs to oppose the Governor deepening the political divide.

Sources indicate that the two leaders are no longer seeing eye to eye.

Despite the turmoil, Governor Lusaka moved to reassure residents that service delivery will not be disrupted.

“The County Government remains committed to continuity of services and appropriate administrative measures have been put in place to ensure there is no disruption in the delivery of essential services,” he said.

He further noted that interim arrangements and new appointments will be communicated in due course, in line with the law.

The Governor also expressed gratitude to the outgoing officials for their service, signaling a transition rather than a purge.

“The Governor appreciates the service rendered by the affected officers and reaffirms the County Government’s commitment to constitutionalism, the rule of law, and respect for due process,” the statement added.

Analysts view the move as both strategic and pre-emptive, effectively neutralizing the impeachment push while allowing the Governor to reset his administration.

However, it also sets the stage for a fresh round of political negotiations between the Executive and the Assembly particularly during the vetting of new nominees.
