Nairobi County surpasses previous term’s KSh10B own-source revenue by KSh3.7B, expands tax base without rate hikes

Nairobi City County Finance and Economic Planning CEC Charles Kerich has officially tabled the 2025/2026 Finance Budget before the County Assembly, assuring residents that no new taxes have been introduced despite an expanded tax base.

The total projected expenditure for the fiscal year amounts to KSh44.6 billion, comprising KSh31.2 billion in recurrent expenditure and KSh13.4 billion in development expenditure. The allocation for development represents 30% of the total budget, aligning with Section 107 of the Public Finance Management Act, 2012, which mandates that at least 30% of a county’s budget be allocated to development.

Kerich emphasized that retaining current tax rates was a deliberate move to cushion Nairobians from the effects of a difficult economic environment.

“Due to financial constraints, the taxes will not be increased to protect our people from the tough economic times,” Kerich said while presenting the budget.

Instead, the county has opted to broaden its tax base, tapping into previously untapped revenue sources in a bid to improve service delivery without increasing the financial burden on residents.

During the presentation, Receiver of Revenue Tiras Njoroge reported that the county had surpassed its 2023/2024 revenue performance, collecting KSh13.7 billion in the 2024/2025 financial year nearly KSh1 billion more than the previous year’s KSh12.8 billion. In the 2022/2023 financial year, Nairobi City County (NCC) collected Sh12.1 billion in revenue. This figure represents a significant increase from the Sh10 billion collected in previous years.

“It has been a tough year, especially with frequent protests in the CBD which affected revenue collection. Nevertheless, we managed to collect KSh13.7 billion,” said Njoroge.

Finance Chief Officer Asha Abdi expressed confidence in the county’s financial trajectory and growth prospects, even amid national political tensions.

“We are very optimistic that more will be done under the leadership of our Governor Sakaja Johnson. We shall continue to fund key projects and programmes, notably the school feeding program (KSh700 million), which supports over 316,000 learners, as well as the construction and rehabilitation of various markets to create a conducive business environment,” Asha confirmed.

Over 2.155B has been allocated to ward development programmes with 145 projects completed over the last year. The county has also invested KSh2.8 billion in the construction and rehabilitation of roads and KSh1.033 billion for the construction and upgrade of sports complexes and stadiums, which serve as recreational centres for the youth.

The 2025/2026 budget places a strong emphasis on enhancing public service delivery, accelerating infrastructure projects, and supporting social development all while maintaining fiscal prudence and compliance with statutory financial management requirements.
