NCA names developer, contractor behind collapsed Eastleigh building

The National Construction Authority (NCA) has named the developer, contractor and engineers behind a multi-storey building that collapsed in Eastleigh, Nairobi, as investigations into the incident continue.

In a statement issued on Friday, October 23, 2026, the authority identified 9th Street Plaza Limited as the developer and Stromax Holdings E.A Limited as the contractor responsible for the project.

Architect Emmanuel Mwangi Maina was listed as the project architect, while Engineer Joseph Muturi Mugu was named as the structural engineer.

According to the NCA, the proposed development was registered on July 30, 2025, on Land Reference Number 36/II/40 along 9th Street in Eastleigh, within Kamukunji Sub-County.

The authority said the affected site had been cordoned off as a multi-agency team coordinated rescue operations and conducted preliminary investigations.

“The immediate priority is the safety of the public,” the NCA stated, urging residents and other members of the public to keep away from the affected area to allow emergency teams to operate safely.

The authority did not indicate in its initial statement whether the building had undergone inspections before the collapse or whether any regulatory violations had been identified.

The disclosure comes amid questions about how the building was being used before it collapsed.

Nairobi Governor Johnson Sakaja said the structure had received construction approval but lacked an occupation certificate, which is required before a building can be occupied.

Some shops on the ground floor were reportedly operating before the incident, despite the absence of the certificate.

The collapse triggered an emergency response, with rescue teams working to locate people feared trapped beneath the rubble.

Nairobi Regional Police Commander Issa Mohamud said investigations would establish whether any criminal negligence occurred and determine who should be held accountable.

The cause of the collapse had not been established by the time of the initial NCA statement.

The authority said further updates on rescue operations, the condition of the site and measures being undertaken by the multi-agency team would be communicated in due course.
