Interior Principal Secretary Raymond Omollo has been ranked among Kenya’s top-performing Principal Secretaries for 2025. Omollo is sharing the joint first position with Elijah Mwangi of Sports, each scoring an impressive 69.7 percent, according to Politrack Africa’s annual ranking.
The independent survey evaluated all Principal Secretaries on a combination of official performance contracts, budget absorption rates, citizen satisfaction surveys, staff feedback, innovation, integrity and visible impact on national priorities such as food security, housing, education and digital transformation.
Dr Esther Thaara Muhoria of Technical and Vocational Education and Training secured third place with 67.2 percent, followed closely by Charles Hinga of Housing and Urban Development at 65.5 percent and Ambassador Professor Julius Bitok of Basic Education at 64.1 percent.
Dr Jane Kere Imbunya (Public Service), Engineer Joseph Mungai Mbugua (Roads), CPA Carren Agengo Achieng (Children Welfare Services), Alex Wachira (Energy) and Abubakar Hassan (Investment Promotion) completed the top ten.
The top twenty list also featured strong performances from CPA Ephantus Kimotho (Irrigation), Ummi Mohammed Bashir (Culture and Heritage), Dr Chris Kiptoo (National Treasury)and John Ololtua (Tourism).
Others are Anne Wang’ombe (Gender and Affirmative Action), Fikirini Kahindi Jacobs (Youth Affairs), Joseph Motari (Social Protection), Beatrice Inyangala (Higher Education and Research), Joel Arumonyang (Public Works) and Aurelia Chepkirui Rono (Parliamentary Affairs).
