Treasury CS John Mbadi revokes Seth Panyako’s appointment to LAPF board

Treasury Cabinet Secretary John Mbadi has formally terminated the appointment of Seth Panyako as a member of the Local Authorities Provident Fund (LAPF) Board.

The decision was published through a Gazette Notice 828 dated January 23, 2026, effectively bringing Panyako’s tenure on the board to an end.

According to the notice, Mbadi exercised his powers under Section 5(1)(d) of the Local Authorities Provident Fund Act, read together with Section 51(1) of the Interpretation and General Provisions Act.

“In exercise of the powers conferred by Section 5(1)(d) of the Local Authorities Provident Fund Act, as read together with Section 51(1) of the Interpretation and General Provisions Act, the Cabinet Secretary for the National Treasury and Economic Planning revokes the appointment of Seth Sindani Panyako as a Member of the Local Authorities Provident Fund Board, with effect from January 23, 2026,” the Gazette Notice stated.

The revocation nullifies an appointment that had been effected in 2023 under Gazette Notice No. 3666, formally closing Panyako’s chapter at the pension scheme’s governing body.

LAPF is tasked with managing retirement benefits for employees of county governments and former local authorities, making its board a key institution in the administration of public sector pensions.

Under the law, the Cabinet Secretary for the National Treasury holds the mandate to appoint and dismiss members of the board, a provision Mbadi invoked in issuing the revocation.

No further details were provided regarding the reasons behind the decision or whether a replacement would be named immediately.
