Top-performing public officials were recognised for excellence in service delivery during the STARLEADERS Awards 2026 held at the Serena Hotel Nairobi on Wednesday.
The event, organised by Politrack Africa Ltd., brought together Governors, Cabinet Secretaries, Principal Secretaries, and Members of Parliament, with awards based on performance across key pillars including service delivery, leadership, innovation, and integrity.
Speaking at the ceremony, Politrack Africa CEO John Benson called on leaders to embrace data-driven governance, noting that the country is just 16 months away from the Kenya General Election 2027.
“Leadership is not about being celebrated tonight—it is about being accountable every day. And accountability begins with listening, and listening in the 21st century begins with data,” he said.
He also announced the appointment of Professor Chris Mutembei to head the firm’s research division.
Ranked top performers
In the Principal Secretaries category, Raymond Omollo was ranked top, followed by Elisha Mwangi in second place. Alex Wachira and Julius Bitok tied in third position.
Among Governors, Simba Arati emerged as the top performer. Anne Waiguru and Wavinya Ndeti tied in second place, while Ahmed Abdullahi and Patrick Ole Ntutu shared third position.



In the Cabinet Secretaries category, John Mbadi and Geoffrey Ruku tied in first place. Kipchumba Murkomen ranked second, followed by Opiyo Wandayi in third position.
In the National Assembly category, Babu Owino was ranked top, followed by Patrick Makau in second place and Ndindi Nyoro in third.
Among Woman Representatives, Rahab Mukami ranked first, Beatrice Adagala second, and Betty Maina third.
Top ranks speak
Speaking after receiving the top governor award, Simba Arati attributed the recognition to improved service delivery and accountability in his county, noting that the focus remains on delivering tangible results to residents.
Top-ranked MP Babu Owino, on his part, said the award reflects the impact of people-centered leadership, adding that he will continue prioritising development and oversight in his constituency.
Politrack Africa said the awards were informed by a comprehensive evaluation framework focusing on core mandate delivery, strategic leadership, innovation and digital transformation, and integrity.
The organisation also used the platform to push for adoption of real-time data tools, including geo-mapping and live response tracking, to enhance transparency and decision-making.
As the 2027 elections draw closer, the firm emphasised that leaders who leverage credible data will be better positioned to respond to citizens’ needs and expectations.
