Peter Omolo Awino, a forensic expert with the Directorate of Criminal Investigations (DCI), earned a Doctor of Philosophy (PhD) in Leadership and Governance.
Awino achieved this feat during the 46th Graduation Ceremony at Jomo Kenyatta University of Agriculture and Technology (JKUAT) on August 14, 2026.
But it appears that achieving milestones is not a new thing for the DCI forensic expert. Dr. Awino has coined for himself a distinguished career with the National Police Service (NPS), with years of dedicated scholarly pursuit undertaken alongside the demanding responsibilities inherent in criminal investigations.
According to the DCI, Dr. Awino balanced his professional duties, academic studies, and family life, often sacrificing personal time to excel academically.
“He frequently operated on less than four hours of sleep but consistently reported for duty before 6 a.m,” the DCI says in its congratulatory message to Dr. Awino.
His doctoral research examined security governance practices and the performance of the NPS in Kenya, emphasising key factors that influence police performance.
The study outlines practical policy recommendations to improve the effectiveness of the NPS.
Inspired by late father
Reflecting on his academic journey, Dr. Awino says his desire to pursue a doctorate was deeply inspired by his late father. His father reminded him that finishing secondary school was just the start of a lifelong quest for knowledge. He encouraged Dr. Awino to be resilient and determined, continually building professional capacity and aspiring to earn a PhD to contribute meaningfully to society.
“My heart has always yearned to reach the pinnacle of education and gain insights that can tackle the performance challenges faced by the National Police Service in Kenya,” Dr. Awino said. “My ultimate goal is to help shape a world-class police service that Kenyans can be proud of.”
Dr. Awino posits that determination and focus empower officers to achieve their goals, further stressing that continuous learning and investing in education is essential for the NPS to effectively respond to new security challenges.
Academician par excellence
In addition to his doctorate, Dr. Awino holds a Master of Science in Security Studies, a Bachelor’s degree in Conflict Resolution and Peace Building, a Bachelor’s degree in Counselling Psychology, and a Diploma in Mechanical Engineering.
He began his policing career with the Kenya Railways Police, later serving in the Diplomatic Police, and is currently based at the National Police Service Laboratory (NPSFL) at DCI Headquarters.
While at the Insurance Fraud Investigations Unit, Dr. Awino played a key role in combating insurance fraud, devising strategies to address evolving risks in the industry.
As a skilled instructor and facilitator, he has greatly supported the professional growth of officers at various levels, offering training on key topics related to criminal and forensic investigations.
A devoted researcher and lifelong learner, Dr. Awino continuously explores new ideas for the DCI and the broader NPS to tackle emerging security and crime issues.
