The Ethics and Anti-Corruption Commission (EACC) is finalizing investigations into several multi-million-shilling corruption scandals within the Siaya County government, including a high-profile irregular employment syndicate.
EACC Kisumu Regional Manager Abraham Kemboi revealed that separate files concerning the loss of millions in fictitious imprests during the 2022 financial year have already been forwarded to the Director of Public Prosecutions (DPP).
The commission has recommended the prosecution of several senior and junior county officials for abuse of office and embezzlement of public funds.
Speaking in Siaya during a sensitization workshop for the Financing Locally-Led Climate Action (FLOCA) project, Kemboi stated that civil suits have also been initiated to freeze and asset-recover public resources.
”We are filing these cases knowing very well that the primary motivation for corruption is personal benefit,” Kemboi said. “If you steal from the county government to build structures, we will come at the tail end to seize those assets.”
The regional manager issued a stern warning to public servants, noting that the EACC and DPP will not spare anyone found violating public trust.
Turning to the FLOCA project, Kemboi warned that the misappropriation of climate resilience funds would be treated with severity, describing climate change as a generational crisis that directly impacts vulnerable communities.
”Any diversion of these funds through corruption is not just a crime, but a betrayal of our future,” he noted.
Kemboi urged county departments to strengthen their internal reporting frameworks and audit systems, identifying weak compliance and fragmented oversight as the primary loopholes through which public funds bleed.
