Geoffrey Ruku tops Kenya Track Survey on best performing cabinet secretaries

A new Kenya Track Survey has ranked Public Service, Human Capital Development and Special Programmes Cabinet Secretary Geoffrey Ruku as Kenya’s best-performing Cabinet Secretary, citing his leadership in public service reforms, improved service delivery and citizen-focused programmes.

The survey, released on July 3, 2026, assessed public perceptions of Cabinet Secretaries based on leadership, visibility, accountability, service delivery and overall contribution to national development.

According to the survey, Ruku garnered an approval rating of 85 per cent, with respondents crediting him for spearheading reforms aimed at reducing bureaucracy, enhancing accountability and making government services more accessible.

Participants also praised his visibility, engagement with citizens and oversight of programmes supporting social protection, youth empowerment and community development.

Water, Sanitation and Irrigation Cabinet Secretary Eric Muriithi Muuga emerged second with an approval rating of 82 per cent. Respondents cited his efforts to expand access to clean water, rehabilitate water infrastructure, improve sanitation services and accelerate irrigation projects to strengthen food security and agricultural productivity.

In third place was Tourism and Wildlife Cabinet Secretary Rebecca Miano, who scored 80 per cent. The survey attributed her strong performance to initiatives aimed at revitalizing Kenya’s tourism sector through aggressive destination marketing, strengthening wildlife conservation and fostering investor confidence within the tourism industry.

Defence Cabinet Secretary Soipan Tuya ranked fourth with 78 per cent, receiving commendation for strengthening national security coordination, supporting the modernization of the Kenya Defence Forces and promoting the welfare of military personnel and their families.

Completing the top five was Agriculture and Livestock Development Cabinet Secretary Mutahi Kagwe, who attained 77 per cent. The survey highlighted his interventions aimed at improving food security, supporting farmers through enhanced access to quality inputs, promoting sustainable agricultural practices and expanding market opportunities for agricultural produce.

The survey placed Information, Communications and the Digital Economy Cabinet Secretary William Kabogo sixth with 74 per cent, recognizing his efforts to promote digital inclusion, technological innovation, youth empowerment and investment in Kenya’s digital economy.

Mining, Blue Economy and Maritime Affairs Cabinet Secretary Hassan Joho secured seventh place with 72 per cent. Respondents acknowledged his leadership in promoting investment in the mining sector, advancing the blue economy and expanding opportunities within Kenya’s maritime industry.

In eighth position was Investments, Trade and Industry Cabinet Secretary Lee Kinyanjui, who scored 71 per cent. The survey credited him with supporting industrial growth, improving the business environment and strengthening engagement with the private sector to attract both local and foreign investment.

Interior and National Administration Cabinet Secretary Kipchumba Murkomen ranked ninth with 70 per cent, earning recognition for his visibility in addressing security concerns, improving coordination between national government administrators and enhancing emergency response mechanisms.

Rounding off the top ten was Youth Affairs, Creative Economy and Sports Cabinet Secretary Salim Mvurya, who recorded 68 per cent. Respondents praised his commitment to youth empowerment, development of the creative economy, expansion of sports infrastructure and initiatives aimed at nurturing young talent across the country.

According to Kenya Track, the findings demonstrate that Kenyans increasingly evaluate Cabinet Secretaries based on measurable results, responsiveness and effective service delivery rather than policy pronouncements alone. The survey further notes that visibility, accountability and tangible development outcomes remain the key drivers of public confidence in government leadership.
