The High Court has ordered senior police officials to produce Tanzanian opposition activist Twaha Mwaipaya before it, dead or alive, amid growing concerns over the circumstances surrounding his arrest and detention.
Justice Alexander Muteti issued the directive requiring the Inspector General of Police, the Directorate of Criminal Investigations (DCI) and the Officer Commanding Ruai Police Station to present Mwaipaya in court on Monday, November 2, 2026, at 11am.
The three police authorities have also been directed to produce the original warrant authorising Mwaipaya’s detention and explain why he should not be released from custody immediately.
The orders followed an urgent application filed by Vocal Africa on October 27, 2026, through a Chamber Summons seeking the court’s intervention over the activist’s whereabouts and continued detention.
Justice Muteti certified the application as urgent and summoned Inspector General of Police Douglas Kanja Kirocho and DCI Director Amin Mohamed Ibrahim to personally appear before the court or through their legal representatives.
The two senior officials have been directed to explain the circumstances surrounding Mwaipaya’s arrest and detention.
The court further ordered all respondents and interested parties to file and serve their responses by 9am on Monday, November 2.
The matter is scheduled for mention at 11am on the same day, when the court is expected to give further directions and consider additional orders.
