Beyond schools, NG-CDF has become the main financing vehicle for two other flagship programmes: constituency digital hubs and security/administrative infrastructure.

Digital hubs: ambitious targets, uneven delivery

The government’s stated goal, announced by President William Ruto, is one digital hub in each of Kenya’s 1,450 wards, delivered through a partnership between NG-CDF and the Ministry of Information, Communications and the Digital Economy (MoICD&E).

Rollout has accelerated sharply through 2026: official figures put the network at roughly 300 operational hubs by April 2026, and government messaging in August 2026 references a nationwide rollout of 588 hubs.

Each fully staffed hub is projected to generate on the order of 300 direct digital jobs — about 1,500 per constituency once complete — through services such as high-speed internet access, digital-skills training, start-up support and remote-work infrastructure.

Constituencies are permitted, following December 2023 amendments to the Act, to spend up to 3 percent of their annual allocation on utilities, maintenance and other operating costs for these hubs.

The gap between construction and operation is the programme’s persistent weak point. A status report dated 3 April 2026 found that of 391 planned hubs, only 271 were fully equipped and operational; more than 100 newly built hubs sat locked and unused for want of computers, furniture, internet connectivity or trained staff.

MPs on the National Assembly’s Communication, Information and Innovation Committee have publicly criticised the ICT Ministry for failing to equip hubs that constituencies had already funded through NG-CDF, and the Ministry has since set time-bound targets to fully equip a further 101 completed-but-idle hubs.

Security and administrative infrastructure

Roughly 5.7 percent of total NG-CDF funding goes to the National Administration and Internal Security sector. Since inception, the Fund has helped finance infrastructure at 2,253 police facilities and 4,060 National Government Administrative Officer (NGAO) offices.

Between 2020 and 2025 alone, completed projects included 326 sub-county administration offices, 1,502 chief or assistant chief offices, 861 police stations and patrol bases, 650 units of police staff housing, and high-mast security lighting deployed across low-income areas.
