Information, Communications and the Digital Economy Cabinet Secretary William Kabogo has emerged as Kenya’s best-performing Cabinet Secretary in the latest KenyaTrack Cabinet Performance Rankings 2026, securing an impressive approval rating of 87 percent.
According to the survey, Kabogo’s strong performance has been driven by his leadership in advancing Kenya’s digital transformation agenda, expanding digital infrastructure, promoting innovation, and improving access to technology-driven services across the country.
Coming in second is Tourism and Wildlife Cabinet Secretary Rebecca Miano with an approval rating of 85 percent. Miano was recognized for revitalizing Kenya’s tourism industry through aggressive marketing campaigns, strengthening investor confidence, promoting domestic tourism, and supporting wildlife conservation initiatives that have enhanced Kenya’s standing as a premier global tourism destination.
In third position is Water, Sanitation and Irrigation Cabinet Secretary Eric Mugaa, who garnered an approval rating of 82 percent. Mugaa’s performance has been attributed to the expansion of water access projects, implementation of major sanitation programmes, and the strengthening of irrigation initiatives aimed at boosting food security and agricultural productivity.
Interior and National Administration Cabinet Secretary Kipchumba Murkomen occupies fourth place with an approval rating of 80 percent.
The survey credits Murkomen with strengthening national security coordination, improving government administration, and enhancing service delivery through reforms within the national administration structure.
Defence Cabinet Secretary Soipan Tuya ranks fifth after attaining a 78 percent approval rating. Her recognition stems from efforts to modernize the Kenya Defence Forces, improve operational readiness, strengthen collaboration among security agencies, and enhance the welfare of military personnel and their families.
Youth Affairs, Creative Economy and Sports Cabinet Secretary Salim Mvurya takes sixth position with a 77 percent approval score.
Mvurya has earned praise for investing in sports infrastructure, supporting grassroots talent development, enhancing athlete welfare, and creating opportunities for young people through sports.
Mining, Blue Economy and Maritime Affairs Cabinet Secretary Hassan Joho comes in seventh with a 75 percent approval rating. The survey notes his efforts in promoting investment in the mining sector, advancing blue economy initiatives, improving resource management, and supporting employment creation in coastal and mining regions.
Public Service, Human Capital Development and Special Programmes Cabinet Secretary Geoffrey Ruku ranks eighth with a 72 percent approval rating.
Ruku was recognized for championing public service reforms, improving accountability, strengthening workforce development, and enhancing performance management systems across government institutions.
Roads and Transport Cabinet Secretary Davis Chirchir occupies ninth place with a 70 percent approval rating. His ministry was credited for overseeing major road infrastructure projects, expanding transport connectivity, improving mobility, and supporting economic growth through strategic investments in transport infrastructure.
Labour and Social Protection Cabinet Secretary Alfred Mutua rounds off the top ten with a 69 percent approval rating. Mutua was recognized for efforts aimed at expanding employment opportunities for Kenyans, strengthening labour mobility programmes, improving worker welfare, and promoting engagement with Kenyans seeking opportunities abroad.
The KenyaTrack survey, conducted between May 15 and June 15, 2026, sampled 7,340 respondents across the country through telephonic interviews and assessed Cabinet Secretaries on leadership effectiveness, service delivery, policy implementation, transparency, responsiveness to public concerns, and overall contribution to national development.
The findings place William Kabogo, Rebecca Miano, and Eric Mugaa firmly at the top of the Cabinet rankings, reflecting strong public confidence in their ability to deliver results and implement government programmes that directly impact the lives of Kenyans.
