KRA cancels filing of ‘nil returns’ for unemployed Kenyans

The Kenya Revenue Authority has made life easier for millions of Kenyans who hold a KRA PIN but earn no income.

The new system is called PIN with No Obligation, or PWO, and it replaces the old requirement of filing nil returns every year.

If you are a student, unemployed, or simply not earning taxable income right now, this change is directly relevant to you.

For years, holding a KRA PIN meant you had to log into the iTax platform annually and file a nil return, even if you had absolutely nothing to declare.

It was a technicality that affected a huge number of people, from university students to job seekers, and it created unnecessary stress and confusion.

Many people did not even know they were required to do it until penalties started piling up. The PWO category is KRA’s way of acknowledging that this process made little sense for people with no income to report.

Once registered under PWO, you are no longer required to submit annual tax returns for as long as you remain without taxable income.

Registration is done through iTax and only requires your national ID and basic personal details. It is a straightforward process designed to be accessible even if you have limited experience navigating government platforms.

The important thing to understand is that PWO status is not a permanent exemption. It is a pause, not an exit.

The moment you start earning income, whether through a job, a business, or freelance work, you are expected to update your PIN status and resume normal filing obligations. Ignoring this step could attract penalties, so it is worth staying on top of your status as your circumstances change.

For people who already have PINs and want to transition into the PWO category, KRA is still finalizing the migration process.

Existing users will be moved across gradually as the system is updated.

At its core, this reform makes the tax system work more sensibly for everyone. KRA gets to focus on active taxpayers, and non-earning Kenyans get relief from a compliance burden that never truly applied to them in the first place.
