Nairobi Water employee charged over alleged fake KCSE certificate scam

The Director of Public Prosecutions (DPP) has charged an artisan employed by the Nairobi City Water and Sewerage Company for earning a salary of KSh 5 million using a Form Four certificate that he forged in 1997.

According to the prosecution, Joshua Attuah Omia, an artisan employed by the Nairobi City Water and Sewerage Company, appeared before the Milimani Anti-Corruption Court facing several charges, including fraudulent acquisition of public property, forgery, uttering a false document, deceiving a principal, and presentation of a forged certificate.

In a statement posted on its X account on Tuesday, May 13, 2026, the DPP said the accused allegedly used a fake KCSE certificate to secure employment and continue earning a salary for years.

โ€œThe accused illegally obtained public money totalling KSh 5,909,037.10 being salary earned after getting hired using a fake KCSE certificate,โ€ the prosecution stated.

Court documents indicate that the alleged offences were committed between August 2015 and December 31, 2023, while Omia was serving as an artisan at the water company.

The prosecution further told the court that Omia allegedly forged a KCSE certificate showing a mean grade of C minus and falsely presented it as a genuine document issued by the Kenya National Examinations Council.

โ€œHe uttered a false document namely KCSE certificate number KSCE518142 in the name of Omia A. Joshua,โ€ the DPP added.

The court also heard that on July 27, 2015, Omia allegedly deceived his employer by claiming he attended Etete Secondary School between 1994 and 1997 and attained a Form Four qualification with a C minus grade. The information was reportedly entered into his personnel records during an update process at the company.

Omia pleaded not guilty to the charges and was released on a bond of 1 million with similar surety and cash bail of Ksh. 300,000.

The matter is scheduled for mention on May 27, 2027.
