Samburu Governor Lelelit elected CoG’s Chairperson of Security and Foreign Affairs Committee

Samburu Governor Jonathan Lati Lelelit has been elected as the Chairperson of the Security and Foreign Affairs Committee of the Council of Governors (CoG) for the 2026–2027 term.

Lelelit was elected in a forum convened on Monday, October 12, and he now forms part of the CoG leadership, a body that brings together governors of Kenya’s 47 counties and provides a platform for consultation, coordination and engagement with the national government on matters affecting devolution.

The forum also saw Tharaka Nithi Governor Muthomi Njuki elected the CoG Chairperson, who will be deputised by Bungoma Governor Kenneth Lusaka.

In his new role, Lelelit is expected to smoothen relations between county governments and the national government on matters of security in the country as well as foreign affairs.

Importance of the Security and Foreign Affairs Committee

This specific technical committee holds immense strategic value for both the national devolution agenda, with perenial security challenges facing Samburu County:

  • Managing Border and Inter-Community Conflicts: While security remains a primary mandate of the national government under Kenya’s constitution, the CoG Security Committee plays a vital role in coordinating cross-border peace initiatives, cattle rustling mitigation, and resource-based conflicts between neighboring pastoralist counties.
  • Leveraging International Partnerships: The “Foreign Affairs” arm of this committee gives the Council a unified voice when negotiating directly with international donor agencies, global non-profits, and foreign embassies. It streamlines how millions of dollars in international development aid flow directly into county budgets for humanitarian and infrastructure support.
  • National Security Dialogue: As the head of this committee, Governor Lelelit acts as the chief liaison between all 47 county governments and the national security organs, including the Ministry of Interior and the National Police Service. This allows governors to influence the deployment of security personnel and police operations within their regional borders.

This position is a perfect and powerful alignment for Governor Lelelit in particular, who has been a fierce, outspoken advocate for regional peace, frequently leading local reconciliation efforts and publicly challenging national security operations when they adversely affect local pastoralist livelihoods or livestock.

Leading this national committee elevates his profile from a regional leader into the national spotlight, granting him a direct platform to shape national policy regarding the marginalization, security infrastructure, and economic protection of northern Kenya and pastoralist communities.
