CS Oparanya urges Stima DT Sacco to strengthen governance and protect members’ savings

Cooperatives Cabinet Secretary Wycliffe Oparanya has urged Stima DT Sacco to strengthen governance, improve accountability and ensure its growth translates into better financial outcomes for members.

Speaking during the Sacco’s Annual Delegates Conference at Sarova Whitesands Beach Resort and Spa in Mombasa on Monday, October 26, 2026, Oparanya said prudent financial management and effective oversight were essential to protecting members’ savings and maintaining public confidence.

He noted that regulated SACCOs continued to play a significant role in Kenya’s economy, with membership rising to 7.87 million in 2025 from 7.39 million in 2024.

According to the SACCO Supervision Annual Report 2025, total assets in the regulated sector increased to KSh 1.21 trillion from KSh 1.08 trillion, while members’ deposits grew to KSh 832.74 billion from KSh 749.43 billion.

Oparanya said the growth placed greater responsibility on SACCO leaders to safeguard members’ funds, maintain sound lending practices and ensure credit facilities supported sustainable improvements in their lives.

He commended Stima DT Sacco for its performance, noting that its assets reached approximately KSh 75.27 billion in 2025. The Sacco’s 2025–2029 strategic plan targets assets of KSh 113.5 billion.

However, he cautioned that expansion must be supported by responsible lending, effective cost management, adequate funding and strong risk controls.

The Cabinet Secretary also called for increased investment in reliable digital platforms, cybersecurity and data protection, while ensuring members with limited digital skills or connectivity could continue accessing services.

He urged delegates to exercise their oversight responsibilities, promote financial literacy and ensure that board and management decisions prioritised members’ interests.

Meanwhile, Stima DT Sacco Chief Executive Officer Dr Gamaliel Hassan said the institution was focused on sustainable growth, operational efficiency, stronger revenue streams and improved service delivery.

Hassan said technology remained central to the Sacco’s transformation agenda, with efforts aimed at improving convenience, accessibility and system reliability.

The three-day conference, themed “From Strategy to Impact”, also featured discussions on SACCO governance, financial stewardship, wealth creation, the Sacco’s financial outlook and proposed reviews of its by-laws and electoral policy.
