Inspector General of Police Douglas Kanja has been summoned to appear before the court to explain the whereabouts of a Tanzanian national who was abducted on 26th October 2026 in Nairobi.
Justice Alexander Muteti said it is the IG who is in charge of security of the country, who can only provide information about a Tanzanian national Twaha Mwaipaya.
The said application seeking production of the foreigner has not been adequately responded to in a replying affidavit that is before the court.
The court was told by senior counsel Martha Karua that Mwaipaya is a human rights activist based in Tanzania and has been facing hostility from security agents and sought refuge in Kenya to save his life.
She said it is the responsibility of Kenyan security agents to protect foreign fugitives as provided by the law.
