The National Cohesion and Integration Commission (NCIC) has issued summons to former Deputy President Rigathi Gachagua, Busia Governor Paul Otuoma, and Homa Bay Town MP Peter Kaluma over alleged ethnic and political incitement made during separate public events.
In notices dated August 18, the commission directed Gachagua to appear at its offices in Upper Hill, Nairobi, on Thursday, August 27, at 2:00 PM, while Governor Otuoma has been ordered to attend on Friday, August 21, at 10:00 AM.
The NCIC explicitly warned both leaders that failure to appear in person will lead to warrants of arrest being issued for their production before the commission, along with potential criminal or contempt proceedings.
The investigation into Gachagua centers on a series of public gatherings across the country, including statements made in Luanda, Vihiga County, on June 12; remarks at Gusii Stadium in Kisii County on February 23 targeting Nyaribari Chache MP Zagheer Jhanda; and comments during his Meru tour between July 25 and July 28.
During his Meru address, Gachagua allegedly referred to “killing the snake and its eggs” as a call to remove President William Ruto through the ballot, while also addressing the treatment of Mt. Kenya leaders and encouraging residents to take action against those accused of betraying the community.
Meanwhile, Governor Otuoma’s summons stems from remarks he allegedly made during a public rally at Bulanda Junction in Busia County on June 27.
These actions follow the NCIC’s earlier summons to Homa Bay Town MP Peter Kaluma regarding statements made ahead of the August 16 Linda Mwananchi rally in Homa Bay an event that subsequently turned violent, leaving two people dead and dozens injured.
Although directed to appear on Wednesday, August 19, Kaluma declined the initial date citing state engagements and has requested to appear before the commission on August 28 instead.
