“We hear, respect Siaya people” – NuPEA announces fresh plans after residents opposed planned KSh500B nuclear plant

The Nuclear Power and Energy Agency (NuPEA) has announced fresh public engagement, following opposition on the planned construction of the KSh500 billion nuclear plant in Siaya.

In a statement issued on Saturday, May 23, NuPEA’s CEO Justus Wabuyabo highlighted that public participation is not just for formality, but a constitutional right for Kenyans.

“We hear and respect the voices of the residents of Siaya. Public participation is not just a mere procedural formality. It is a constitutional right and a technical necessity for a successful national nuclear program.”

Wabuyabo said the agency is now shifting from high-level institutional planning to what he termed as “village-level grassroots sensitization.”

“No infrastructure will be built without the broad, informed consent of the community,” he said.

He assured the public of the organization’s commitment to providing a robust, transparent, and multi-layered educational campaign to address fears regarding safety and livelihoods.

The statement comes two days after protests erupted in Sakwa village in Bondo as residents rejected the construction of the nuclear plant.

The KSh500 billion project is set to be financed jointly by Public Private Partnerships (PPPs), combining government resources and private sector investment, to reduce the burden on taxpayers, while attracting investors.

The KSh500 billion project, which is scheduled to begin in 2027, is expected to be financed through a mix of Public Private Partnerships (PPPs), combining government resources and private-sector investment in a bid to reduce the burden on taxpayers while attracting international expertise.
