Zero current pension debt: Governor Nassir administration clears all its obligations

The administration of Governor Abdulswamad Sheriff Nassir has maintained a record of zero current debt to any pension fund, with all pension contributions arising during his tenure fully remitted.

Beyond meeting its current obligations, the administration has paid more than KSh243 million towards historical pension liabilities inherited from previous administrations. This comprises KSh216.66 million paid to LAPFUND and KSh26.37 million remitted to LAPTRUST.

This means that the pension liability presently reflected in the County’s records is entirely historical. It includes approximately KSh697.28 million inherited from the former Municipal Council.

The administration has therefore achieved two important milestones: it has stopped the accumulation of new pension debt while progressively reducing the inherited liability. This is a significant departure from the past and demonstrates prudent financial management, respect for County employees and a firm commitment to safeguarding retirees’ benefits.

Despite limited fiscal space and competing demands for healthcare, education, infrastructure and other essential services, Governor Nassir has continued to prioritise pension payments. The County is also pursuing a structured settlement framework with LAPFUND and LAPTRUST while seeking National Treasury support for the municipal-era debt.
