Nairobi Governor Sakaja Johnson has reconstituted the Urban Planning Committee and appointed Dominic Mutegi to replace suspended Chief Officer for Urban Planning, Patrick Analo.
Analo was suspended pending the conclusion of investigations and barred from accessing his office, official documents, or county systems following his arrest by the Ethics and Anti-Corruption Commission (EACC) over alleged corruption.
Further, Sakaja appointed Ibrahim Auma Nyangoya as the County Executive Committee Member (CECM) for Finance and Economic Planning as Charles Kerich faces ongoing litigation.
In a statement issued on Friday, June 5, the governor reminded county officers of their personal responsibility and culpability in the execution of their duties, emphasizing that every public servant must be accountable for their actions.
Sakaja said the county government would fully cooperate with investigators and stressed that corruption would not be tolerated under his administration.
“Corruption has no place in public service. Every public officer is individually accountable for their actions and must be prepared to answer to the law where allegations of wrongdoing arise,” Sakaja said.
The Governor noted that while the investigations are being conducted by independent constitutional bodies, all public officers remain personally responsible for their actions and professional conduct. He, however, reiterated the constitutional principle that every suspect is presumed innocent until proven guilty by a court of law.
Mutegi, who previously served as Director of Development Management, was appointed to act as Chief Officer for Urban Planning with immediate effect.
In a major shake-up of the urban planning sector, Sakaja ordered the immediate reconstitution of the Urban Planning Technical Committee, the body responsible for processing development approvals. The county has already sought nominees from key professional bodies and agencies, including the Civil Aviation Authority, planners, architects, engineers, resident associations, and Nairobi Water. The governor also proposed the inclusion of an EACC liaison officer to strengthen oversight and public accountability.
Pending the reconstitution of the committee, all development approval processes have been suspended. Urgent cases will be handled by the County Executive Committee Member for Built Environment and Urban Planning, Patrick Mbogo, in accordance with the Physical and Land Use Planning Act.
The changes also affected the county’s finance docket, with Nyangoya assuming the Finance and Economic Planning portfolio in an acting capacity.
Sakaja assured Nairobi residents that service delivery would continue uninterrupted and pledged that his administration would not shield any individual found culpable of corruption, regardless of rank or position.
He further urged the public to allow investigative and judicial processes to proceed without interference or speculation.
